New-round death/ghost persistancy

Bug Description:
During new rounds, you cannot straight out join as a playable character (xeno) if the round has just started.
Same goes if you observe.
Same applies to ERT-join.


Steps to reproduce:
1. New round
2. Join xeno
3. Locked for 5 minutes / Ghost-time.


PS: Going observer reset your wait timer, which I believe is intentional, but clearly un-needed since we had a suggestion to remove that accepted if I recall (Would need to check it up).
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.
