Blowtorch Ignites Prone People Despite Successful Repairs

Bug Description:

You have a chance to ignite someone with the torch while they're prone/laying down despite repairing them successfully while on Aid intent.

Steps to reproduce:
1. Try to repair someone's robolimb while they're laying down with a blow torch
2. Gaze and be amazed as they randomly burst into flames despite being successfully repaired.

They were probably covered in flammable liquid.

I can confirm this; attempting to repair someone's robotic limbs or hitting them with a lit welder will set them ablaze if they are covered in flammable liquid (hit over the head with a beer bottle, walking through a Flamer's burst of napalm, etc.)

Probably didn't notice the 'flammable liquid' subtext that pops up whenever you examine the afflicted.

I'll keep an eye out for flammable liquids and see if this is the case in the future.
